Some excellent resources already exist for creating new legislation.
Both Harvard University and Princeton University have large sections dedicated to resources about crafting legislation. Harvard’s program is called Congress Workshop / Congressional Debate (via their Debate Council Summer Workshops). Princeton’s program is called Model Congress.
Both have templates (Microsoft Word, Apple Pages, and Google Docs) for legislative bills along with lots of helpful tips.

Another good source for help with crafting a congressional bill is House.gov. They have an expansive section on how it all works and it’s geared toward young learners.

There are dozens if not hundreds of sites listed on Google for “legislative bill template.” There are lots of resources to fit different scenarios like Senate bills, House Bills, State legislative bills, and more.
